If the seaweed was dumped into the depths of the ocean and not retrieved, it would over time sequester a small amount of carbon. Burning the seaweed defeats the entire carbon mitigation purpose. At the same time the entire endeavor requires fossil fuel (diesel).

I would put Madyar in charge of destroying all of these rail-related facilities both in occupied territories and in Russia proper: substations, diesel locomotives and maintenance facilities. Without trains Russia's war effort would self-destruct. No trains = no supplies. No supplies = no war.

Lookit these diesel locomotives lined up begging to be hit. Knock them out and rail traffic in the entire Krasnodar region would grind to a halt. Replacements would have to be 'borrowed' from other regions halting them Like refinery distillation columns, railroad roundhouses cannot be replaced.
