To "reign" is to govern, to rule, to direct and preside over. It most particularly applies to royalty: a queen REIGNS over her domain. To "rein" is to restrain, check, slow, or halt something or someone. It specifically refers to the equestrian tool: a cowboy REINS in his panicked horse.
"Reign" versus "rein" misuse is quickly displacing "affect" versus "effect" in my priority list for "annoying grammar mistakes that smart people make." No one needs to "reign in" Donald Trump's authoritarianism. Congress and the Courts need to "rein in" Donald Trump's authoritarianism.
