You would need far far more than 1 pound per drone to deliver more than a firecracker to each target. If we are talking multi rotor drones, I suspect you would likely run into volume constraints before mass constraints.

I will say that you can go to a trade school while holding a normal minimum wage job. It's not a lot of fun but it's definitely possible. It's a problem with motivation, not opportunity. Lots of these positions are actually filled by manufacturing operators who learned their stuff.
It was more a pitch for trade schools from what I heard, which are currently underrated IMO. But we already don't have enough people in the trades so idk how theoretically increasing demand through these ridiculous tariffs will help.
So to be fair there is a massive shortage in automation technicians in the US. That is a job that basically combines intermediate electronics, programming and mechanics along with all the skills of a mechanic. If you add more automated factories you would need more techs to keep them online.
Basically, money people think that oil, grain, metals etc. will be worth less soon than they are now.

This is specifically futures. That means you hold the contract to buy a commodity (usually) for example a barrel of oil. If you buy a futures contract, you are betting the price will go up in the short term before the sale is completed (the ship is unloaded for example).

Of course this is assuming you don't need to do any RnD and are simply replicating existing machines/lines to a new location. There would need to be a lot of refitting to adapt machines to american power grids etc. Stuff like an auto plant could take many years.
Other processes that rely on custom automation would take closer to that 3 year number you stated. It's especially problematic to build custom automation in an environment with tariffs since many things essential for building automation (PLCs, robots) are simply not made in the US.
It varies a lot by process. Some manufacturing processes that use mostly off the shelf equipment and standardized tooling (a business primary built on injection molding for example) could probably set up a new plant in around a year, if they are willing to pick up a variety of presses. /
