The yellow era has an interesting quirk in that the artists for some reason relied on toy concept art. That's why Bumlebee doesn't resemble the toy that we all know, why Optimus was based on Diaclone prototype, etc. The green era is when they adopted Dery designs. Based on this I say
predate Muffler. To put it simply, we've apparently 3 eras of this thing: -Yellow Muffy (the pitch boards) -Green Toad (1st bible) -Pink Muffy (2nd bible). This one's possibly merged with Bumblebee as indicated by smallest Autobot description.
Also bear in mind - for CBS TF's, cartoony designs came first, then the Dery designs were adopted. Among available artwork are characters not present in either bible drafts (Bumblebee, Brawn, Cliffjumper, Windcharger - ALL in same cartoony style). This is to say Toad wasn't Bumblebee, nor does he

Sparkplug. Now his and the available Matt's design don't quite match up, BUT... do you notice something about his face? He looks somewhat like John Wayne. Wayne who's one of the inspirations for Matt Conroy (hence also the Duke nickname in the earlier bible draft which was Wayne's own nickname)
-In the background we see what appear to be Sparkplug and Buster. Two odd things about that. Buster looks much younger than in the actual comics, but appears much in line with Eddie.
Anyways, here are some more things that point to this being a repurposed concept art piece: -It uses CBS design for Optimus Prime (before they switched to Dery's designs). That design was never ever again featured. Not even in this very issue!
