You can say similar things about smoking, alcohol, driving cars, burning coal, wearing guns, lack of health insurance, eating meat ... Btw, I don't know anyone dying during heat periods. So, the risk is probably very comparable to other risks. But yes, probably AC will become more usual in Europe.
German here, I think you are missing the most important issue. The external devices are considered as ugly. For american cities that might not be an issue, but Europeans do care about the look of their cities.

Die 44,t TWh für Kernenergie stimmen ja mit den EMBER-Daten überein. Energy Charts liefert in der Ansicht nur die öffentliche Produktion. Da fehlt noch der Eigenverbrauch. Ob das den Unterschied erklärt, weiß ich nicht.
