None of this is true. There is not one single piece of evidence that shows wind turbine or its construction has killed any whales. And... fish are attracted to underwater objects, including wind turbine bases. They become underwater reefs and actually increase fish populations.

The most dangerous part of this executive order is in Section 7, where a plan is revealed to appoint non-elected officials to act as bottlenecks on the release of scientific research. This mandate would grant full power to choose what science can and cannot be published to people who would not be required to have any understanding of the science they would be evaluating. Even worse, the order empowers these directors, who wouldn't need to have any scientific training, to be able to punish scientists for releasing research results that do not meet the administration's approval. In other words, to do the kinds of unethical things the report falsely claims that scientists are doing.

Could carbon dioxide emissions, known to raise temperatures, also be slowing Earth's rotation?

A candidate for a feedback loop. What if the carbon dioxide we're putting out, which is already known to contribute to rising temperatures, is also causing the Earth to slow down its rotation? We've released a huge amount of greenhouse gases into the atmosphere, which blocks the proper escape of heat from the sun back into space. This extra heat leads to the melting of ice at both poles. The water that results then flows toward the equator, adding mass to the outer regions in relation to the Earth's axis, which in turn slows down the rotation and prolongs the time the Earth's surface is heated by the sun.
