What these Schatz posts say to me is that Dem elected officials like him seem incapable of perceiving the right as a *political movement.* The response to Covid mitigation and the Floyd protests was not a spontaneous reaction...it was a right wing backlash organized by a reactionary movement.

I do think it's worth pointing out that housing policy wonks have long pointed out that in balanced housing markets you don't need subsidies for the 80% AMI band. It's somewhat frustrating to be proven correct on this with the clear negative impacts to non-profit housing orgs.

As Policy Understanders™ we apply this [insert word] policy in multiple areas. Housing is the main one though.
It's also not the same thing as "means-tested" vs "universal" although there is some overlap. "Means-tested" is going to refer to the specific policy that we in fact means test to support the needy, but it doesn't carry the meaning of the other policy we pursue for everyone else.
"necessary but insufficient" is not /wrong/ but it's, well, insufficient for speaking about the actual shape of policy intentions. doesn't carry enough embedded meaning.
Need to come up with a single word or phrase for "policy setup where we focus on competitive efficiency and open markets for the majority of people, but that doesn't exclude separate policy & subsidy targeted to the needy" because I'm tired of thinking that entire thought
