You're missing the point.
Because it would be a separate initiative from the rest of the country. They'd be administering vaccines despite what the federal govt wants. If these states are pooling their own resources to keep their residents healthy, residents from other states should have to wait, or join the initiative.
Vaccines should go to residents of the participating states first. If there is anything left over, then fine, but they should have to pay an out of state fee of some sort.
Not if they have to show proof of residency.
