The #accused 'bears the burden' of establishing its entitlement, and more often than not, it is DENIED. Imagine having to argue you have a "right" to "due process" and being told it is DENIED. Or a right to "assistance of counsel" and told it is DENIED.
When someone argues they are "entitled" to something, it means they are claiming an expectation to receive something, often with a sense of self-righteousness, believing they deserve it without question and can make a case based on their perceived position or circumstances.
