Saved my family when I was a kid in the 1950s and my dad lost his good job. He never got a job that good again, but he did get a stable job with union benefits, including health insurance, that saved us.

National infrastructure can't be readily replaced, but I'm aware of organizing in local communities to prepare the best accessible health infrastructure possible for vulnerable groups. Out of such local efforts grow national mandates. Not soon enough, but the seeds of "better" are found in them.

The obscene funding for ICE, added to budgets for the FBI, DEA, ATF, US Marshals, and Bureau of Prisons, elevates the already-existing US carceral state to gargantuan size and reach. This isn't sudden; the (bipartisan) carceral state has been building for decades.
