Well, they aren't, for all values of they, so until all the above theys start doing these things I am going to drive roughly the speed as everyone else, so as to minimize the number of lane changes anyone needs to perform.
I was taught in driver's ed in MI that you should drive the speed everyone else is driving and the law does suggest that's correct
