Yes, I think that's a big part of it! And obviously there has always been a thread of US exceptionalism in Star Trek, even when it's trying to be more self-aware, but this version seems especially insidious and subconscious.

I think that's absolutely it! They were introduced as characters first and evolved into a romantic couple organically. (So did Janeway and Chakotay, to a point, but Jeri Taylor had some very particular ideas about romance that got caught up in the mix.)
