I’m a former DYS employee and there are a lot of reasons for increased commitments. A big one is increasing the age in which kids, and actually young adults, can be committed. This actually a good thing for the young adults because they otherwise would be in DOC. Happy to discuss further.

Digital forensics guy that does criminal investigations (never against protesters, mostly internet crimes against children, murder, stalking, etc), I can still see data points that indicates this exact plan was followed. This may or may not be the best plan, but don’t count on it being airtight.
