A "Boer" is a South African farmer who speaks Afrikaans. I'm not defending his actions at all, but take exception when he is typified as a member of some cultural group which has none of his attributes. He doesn't speak Afrikaans & were as far removed from farming as you can get.
I also think it's disingenuous to ignore the formative high school years in the US. Overall though, the common thread with all these guys are their parents. I haven't seen anyone ascribing Mandani's success to his years in South Africa. Why would that be?

What about the fact that he spend most of his school years in the US? He was in primary school in South West Africa, but then moved to the US. He would not have been exposed to apartheid propaganda at that young age yet, despite what people might think.
