Re-keying Social Security numbers would be an ENORMOUS project. Probably less than Y2K, but way more than the Daylight Saving Time shift in 2007. I bet not many systems ever contemplated SSNs being changeable. Plenty of opportunities to steal/cross-ref new ones as we re-enter them everywhere, too.
