Can you explain why this graph tells us that there is no money left? Do you think the UK can only spend money under conditions of zero percent interest rates?

Bank of England base rate graph over time. Hovers around 10% historically, goes down to 6% ish in the 90s, crashes to zero after the g f c and has now risen up to about 4 to 5%
