If it's a painting program it's probably raster by default. I usually add 2% noise and then 5 pixel gausian blur and get decent results in Photoshop. Good luck. If you don't mind sharing your software, maybe one of your followers has fixed the same problem.
I work in large format printing and banding comes up all the time. A few hints if it helps anyone. Never use vector gradients, will almost band. Make raster gradients and place in vector files if needed. If still an issue can sometimes improve by adding tiny bit of noise 1-2% then very slight blur.
