No, the way it works is, the president nominates a Supreme Court justice, and then the Senate votes to confirm that justice. If the Democrats controlled the Senate, they would have confirmed Merrick Garland. But they didn't. And a bunch of Dem-hating leftists decided to destroy SCOTUS forever.
