A big part of the issue being the GPs vacancies are often in areas the graduates don't live in and don't want to live in. So there are vacancies for sure but no attraction for people to move too and live in those areas. - its why you get so many surgeries with locum staff in deprived areas.

I don't begrudge the idea of paying to support children, because they're children and shouldn't be punished for their parents decisions, income or status in life, in the same way I don't take issue with my taxes being used for methadone, obesity treatments et al. A rising tide lifts all ships.

Well I suppose income doesn't match outgoings, I mean if you live in London you're probably paying double or triple the rent than if you lived up north (because the city is a piss take) so means testing would mean you'd need to know all the outgoings as well as incoming.

Not sure where you go that from, the IFS puts it at around 40% but mental health issues can include severely debilitating illnesses as well, because it's an umbrella term. The media just love to focus on anxiety and depression like these wouldn't be side effects of other illnesses anyway.
