scroll gestures (behavioral patterns, cadence, acceleration, etc) can be high-entropy signals for fingerprinting, so making that fast, free & hard to block is maybe consequential scroll restoration (history) is typically blocked for cross-domain navigation so any spec would have to tiptoe there…
