Europe is Europe, the USA is part of America. The US military has bases in Europe, particularly in Germany, I used to travel to US bases to use the PX, sometimes we’d stay over in the on-base hotels, all as a foreign citizen.

Generally, you do let Canadians, Australians and British service members on your bases. I spent 2 weeks on Fort Bliss, I have colleagues who spent lots of time at 29 Palms, others have been to Yakima. There is an Australian Insructor at USASMA and Australians regularly attend courses there.
