Wouldn't call it an upside but I think this administration is so incompetent that they're probably going to get us all killed before they have us all killed, so there's that.
The National Guard in DC is not there to just harass the citizenry - that's ICE/CBP/DHS/FBI/Secret Service et al working with local PD. The National Guard is there to defend against an uprising. The soldiers coming in from W. VA ones are just the start; they're fortifying the castle.
