When my local council asks people to use less water when there is a risk of water shortages, people use less water and we avoid a water shortage - no metres or charging needed. I can't remember ever running out here in 10 years.

Keep in mind that 26% reduction in water use also means 26% less water needs to be treated and all the associated costs with water treatment inputs.

An issue in Kāpiti at the time was that an expensive new dam was planned to meet growing water demand from a rapidly growing population. With the savings from water meters the dam wasn't needed.
