When my local council asks people to use less water when there is a risk of water shortages, people use less water and we avoid a water shortage - no metres or charging needed. I can't remember ever running out here in 10 years.

It was suggested to me recently that something like the hungry judge effect may cause inconsistent marking - as markers get tired, they get "worse" or harsher. I couldn't find my literature on that though. AI marking may be better, but I'm extremely sceptical
