The Luas came into operation in 2004, Garret died in 2011. Maybe you're referring to the decision not to join the red and green lines initially? I don't think he can take all the blame for that, although he did contribute some poorly-informed commentary (along with others)

Yep. He fought the extension north from Stephen's Green because of TCD. In the end it was just easier to wait for the opposition to fade away. (Small numbers of people can stop stuff - see the level crossing issue which has stopped the upgrade of the green line to Metro status).
