I've always liked to think that 00s 1-6 are doing all the actual spycraft in the background, so he can swan about and get drunk, thinking he's the one doing everything.

That's actually a good point. Maybe he's just a decoy to distract the bad guys from the actual spies. I have a feeling that the movies would be much more entertaining viewed through that lens. 🙂
