I don't know. My personal opinions aside, I don't know what the law says in his case. If he was granted asylum or has an asylum case pending, no, I'd say they don't.

That's not a great situation either. Kilmar is from El Salvador, which gave their dictator an excuse for putting him in CECOT, claiming it was his own prosecution for "gang activity" that was unrelated to anything the Trump admin said or did.
