Assuming that anything he wants to do will be cheered on by almost all Republicans in Congress (and some Dems, unfortunately), then, yeah. Pretty much.

For all the veneration of the "wisdom of the Founding Fathers" they designed a system with some pretty clear vulnerabilities, and "A pro-Tyrant Congress" is one of them.
