I read this more along the lines of saying he is surprised that a regime would be dismantling their avenues of scientific enterprise. The Nazis definitely did not do that.

They obviously fucked themselves by hounding out all the Jewish scientists - that was obviously stupid - but they still gave the outward appearance of pride themselves on scientific development. Just with no Jews.
