The Administration’s theory that they can withhold the money approved by Congress until the end of the fiscal year and then say, “Time’s up!”, might be valid in a universe where there is no constitutional requirement to faithfully execute the law.

The problem with this is Congress has no enforcement arm. They can make all the laws they like, they require the executive to enforce them
