How do I apply for a refund, who gets paid for the time to process it, and by which company whose books reflect the loss? And who do they sue to reclaim some of that loss? Which shippers, insurers and brokers are collateral damage?

The decision won't go into effect (it's delayed until October and the Supreme Court will presumably stay it), so we won't have to address those questions unless the Court sustains the opinion, which it probably won't
