UPDATE: 🌊 My colleagues at E&E News used FOIA to obtain a copy of that elusive NOAA report I wrote about. The one Trump used to pause construction of a New York offshore wind farm and bleed the wind company of almost $1B. 😱 All 27-pages they obtained were blacked out.

Wind energy is so very controversial. Take all politics out of the equation: Does wind energy industrialize nature? - YES Does wind energy harm/kill marine life - YES Does wind energy produce energy well - NO and so on.

Somewhat insane question, but what are the mechanisms that would prevent NY state from approving the work and then having the project proceed? At what point can federal government lawlessness be used to do good stuff? Would the USCG be able to block work from proceeding? Would it be un-insurable?

Thanks. What I'm wondering, seeing as the administration is doing lots of stuff unilaterally regardless of the law, what happens if NY tries that for this project? Are there federal enforcement mechanisms that would block the project going online if NY state said ok, ignore the feds on this one?
