Turn dead or dying malls into senior centers with independent and assisted living, diners, salons/barber shops, indoor gardens, small shops, and clinics so they can have safe spaces to access everything they need.

This but not senior centers, living quarters for the unhoused and each diner, shop, clinic etc not only serves tenants but is staffed by the tenants to teach skills and give work experience. Create a microcosm of a functional society designed to help the unhoused help themselves.
