If their parents don't, kids learn about quiet time in kindergarten. There's nothing wrong with telling YOUR kids to use whisper voices to be considerate of others. Just like there's no law that kids' right to 'be kids' is greater than adults who PAID, seniors' and others' right to peace & quiet.
