Not so much in the Air Guard. We always had training related to our career field. Most people don't do what their AFSC is for a living so it was necessary or we did recurring training like Chem warfare, first aid, etc. We also did actual installations on other bases for our annual tour.

This is NOT an example of government efficiency. An efficient use of funds would be to allocate funds to Washington DC for cleanup of streets and public parks. Allocating people to that specific task would be cheaper and more effective than making trained soldiers pick up garbage on the street.
