He wanted to wipe out all organic life, but didn't do much beyond take control of Eggman's robots (something the Deadly Six also did just a year before). He tried to kill Sonic with a firing squad, but Sonic survived that just fine.

Actually, he built a robot army to wipe out all organic life, seized his smaller forces from Eggman on first contact, hijacked Metal Sonic and used him to raze half of Slowpoke Isle, and blasted Sonic near the end of the game before taking the Crystals to reactivate his entire army.

To be fair, that was pretty much all that he did onscreen, and with the way the game was released, I wouldn't be surprised if there wasn't more content that got cut as a result of everything that went wrong in development. Seriously, the devs and CryTek were skilled to get it working at all...

I will NEVER deny that Sega's hideous mismanagement and rushing of the game were what led to its disastrous state in the end, but constant venomous assault from the "fans" killed morale faster still. Repeat after me: death threats are NEVER appropriate.
