How do other countries plan & fund this stuff? (I’m thinking of the crazy long tunnels under the mountains in Norway - that has to have been a hugely complex project - but many other countries’ rail infrastructure works better than the UK)
Lots of commercial mechanisms- shared risk/reward, milestone delivery payments, penalty clauses etc etc. All of which happen in the UK. The UK legislative and regulatory environment is not suited to scale, pace or uncertainty- all of which are challenges for megaprojects
