I was on the Royal Mail project for this back in 2015. It's unfathomably complicated !!!! Will need a digital twin cache for the parcel, an event processor for scans and updates and a secure API layer available worldwide. Ironically, might be an interesting use-case for blockchain (!!)

no, you are releasing funding annually- so contracts will back off to that. megaproject contracts are really, and I mean *really*, complicated with tens to hundreds of suppliers
these kind of projects just don't work like that- if you are doing something next year you are already planning and executing now- e.g. procurement, planning permission, project planning, design, assurance, legal, resourcing yada yada
that is an absolutely terrible idea- funding rounds take enormous resources and time to process. the project would be continuously in get funding mode and would significantly hamper delivery and decision making.
