Who cares about the cost. The very existence of the place would be a shanda. It would be a cursed place that no moral person should ever visit.

Something like that. I'm also curious to hear who'll staff the resorts and, more importantly, why they think a place that'll take decades to clean up will be an attractive place to vacation when people can just go to Greece, Cyprus or elsewhere and not have to be beneficiaries of ethnic cleansing
