I am assuming the face saving deals are within the Republican caucus, not a deal with the Dems.

Agree that R’s have almost all of the power. But they still need Senate D’s to pass an appropriations bill or CR. It is not much power though and Senate D’s are thin reeds — are they gonna shut down the government to save NIH? Wouldn’t bet my life on it
