Arguably one of the reasons that Russia is still in Ukraine is that deepening European integration in security has been successfully thwarted. It is a profound challenge to cooperate in this field, but going it alone is a deeper one. Especially for the smaller countries who can't afford it.

I think one of the problems European countries have is that they believe they háve to do everything they do together with every other European country. They will never act alone. They will never act. They will always find an excuse not to act.
