My plan has always been no limits on unskilled visas. You want to come here and do the terrible work that is necessary and nobody wants, have at it. Bring your family. Stay here for a few years, stay out of trouble, congratulations you're now all legal permanent residents.
Most of the undocumented workers that I have worked with in construction just want to work, make some money, and go back home to their families.
But bc going back and forth is dangerous, they end up staying here, and then life happens. Next thing they know, they have a wife and kids.
