This will be a related issue, definitely: caused by the economic context of perennial licence fee freezes pretty much for the entire Tory era (2010-24). But the decision also gives the distinct impression of a public institution opting to become more of a private interest and less publicly open.
Maybe more corporate but their way of communicating this is poor. As an archivist I can totally understand both sides. It's incredibly heavy to answer individual requests for material and it can feel extremely reactive. They should be more transparent about it.
