teenagers have been acquiring porn since before computers existed. no matter how much of a surveillance state you create, teenagers will find and look at porn -- whether that's online via shady sites that don't follow the law or via in-person black markets.

Fascists have had no trouble taking over countries (and kids being depressed and self conscious) long before the first pair of computers managed to exchange a packet of data. Everything has moved online now, including the bad stuff. It doesn't mean that the bad stuff was caused by the move online.
