Oh no. Come on. All the passengers (on average 1.2 per car) easily fit in a single bus. Nobody who is addicted to cars and can't consider using public transport in cities will ever want to be controlled in this way. Many violate speed limits, even if most cars have a speedometer installed.

I'm "addicted to cars" and have been hoping for this ever since I bought my Tesla in 2018. Absolutely the best car-addict future I could hope for.
