I'm open to suggestions, but which country was the greatest country in the world in 1945?

I refuse to accept the USA was great in 1945 - they only entered the war after Roosevelt ALLOWED the Japs to bomb Pearl Harbor. Roosevelt KNEW the Japs were coming and refused to allow planes to go up and fight. That does NOT make a country great.
Well, besides the attack on Pearl Harbor being 4 years prior, the actual question was: which country was the greatest in 1945? Just name the country, and I won't even contest your rationale.
The UK. They were in there from day One - UNLIKE the USA - and they were still there in at the end. In fact Hitler could not even INVADE the UK as much as he tried. V Bombs etc.
Brown people might have a different perspective.
It's not a matter of my perspective. I am asking for someone to think about the open question and provide an answer. I probably won't even argue against it as long as it's given honestly.
Well I would have been a lot better off in France than the United States in 1945.
