Id posit that many if not most criminals didn’t procure a weapon through legal means. Especially gangs. Like I’m not going to fill out all of the paperwork to buy a Beretta and then go use it in a crime. Of course I’m not an idiot criminal so maybe I’m giving them too much credit.

Someone purchased the guns legally, I would think, then resell them. Here the heroine drug trade was great for the city gangs. They sold drugs higher priced. Then buy guns to return to the cities. Guns are easy to buy legally in Vermont.
