well sidewalk chalk is just messy and gets everywhere and can be washed away...I recommend colored concrete. they haven't specifically banned that and it's more permanent.

I'm patiently waiting for a chemistry nerd to chip in with some common household supplies that make an excellent sidewalk stain that bonds with the concrete or something.
