This is absolutely awful. The reduction in new (type 1) NIH awards is deliberate sabotage by the WH/OMB facilitated by Memoli and Jay, and probably a bunch of others inside the NIH that we don't know about.....yet.

I wonder also whether some advisory councils had their heads in the sand by not letting more grants get funded - even though there was a significant pause and huge numbers of reviews and advisory meeting cancelled
