Cynical take on the House NIH appropriations bill: there is little point going on the record with a big cut to the NIH if the WH/OMB will do it for you.

I agree with this take. But the political corollary is that there is little risk for R’s to oppose Trump here and insert the rider on MYF and other Vought defenses. The median Trump voter won’t care but their local academic medical center is certainly lobbying for this

Yep - unless/until they take concrete action to end the admin interference, there is no reason to believe that much of the funding will materialize.
